Do You Need a Land Survey for an ADU in Los Angeles?

A plain-language guide to when an ADU project needs boundary, topographic, or setback survey work — and when it may not.

The short answer

Not every Los Angeles ADU automatically requires a full boundary survey. However, ADU plans need accurate site information, including property lines, dimensions, setbacks, and relevant existing conditions. Depending on the site, the design, and the information requested by the design team or the reviewing agency, a boundary survey, a topographic survey, or both may be appropriate.

The reason is practical: the City of Los Angeles reviews ADU applications against a plot plan that must show property lines with dimensions and the front, side, and rear setbacks, drawn to scale. If your lot's lines are well documented and the design keeps comfortable margins, existing records may provide enough information for some aspects of the plan, depending on what the designer and reviewing agency require. If the design pushes toward a 4-foot setback line, the lot slopes, or the lines themselves are uncertain, survey work is how the plan gets numbers it can stand behind. Why ADU plans need accurate site information

Los Angeles reviews ADU permits through the Department of Building and Safety (LADBS), and the submittal requirements are specific. The LADBS ADU Standard Plan building-permit checklist requires the plot plan to show — to scale — property lines with dimensions, setbacks (front, side, and rear), site drainage, a north arrow, the dimensions and area of the proposed ADU, adjacent streets, and driveways and parking areas. Plan check can also call for a fully dimensioned plot plan showing easements, lot size, zone boundaries, and building lines, and its standard document list includes items such as a topography survey map when the project calls for one.

Setbacks are where the property-line question gets concrete. Under California ADU law, no setback is required for an existing structure converted to an ADU (or a structure rebuilt in the same location and dimensions), while new construction is subject to side and rear setbacks that a city may set at up to four feet (Government Code § 66314(d)(7)). Los Angeles plan check applies a minimum 4-foot setback from the side and rear property lines for new construction and addition portions (LAMC 12.22 A.33). A 4-foot dimension is unforgiving: measured from the wrong line, an ADU that was designed to comply can be built into a correction — or into a neighbor's yard.

Plan check review is iterative by design. LADBS issues corrections on ADU applications, and those corrections can request additional site information — dimensions, easements, a topographic map used to determine building height, or other items from its checklist. Getting accurate site information early can reduce the risk of redesign or additional plan-check corrections. The survey work ADU projects draw on

Boundary survey

A boundary survey resolves where your legal property lines actually are. The surveyor researches the recorded legal description and maps, recovers monument evidence in the field, and marks or maps the resolved lines. For an ADU, this is the survey that turns “we think the line is at the fence” into a dimensioned line the plot plan and the setbacks can be measured from. It matters most when records are thin, monuments are missing, fences and improvements disagree with the deed, or the ADU is designed close to a setback line.

Topographic survey

A topographic survey maps what the ground physically does: elevations, slope, drainage direction, existing structures, trees, walls, and hardscape. Designers use it to set finish-floor elevations, work out drainage — which the LADBS plot plan must show — and design grading. On sloped lots it is often the difference between a design that works on paper and one that works on the lot. Boundary and topographic together

Many ADU projects — especially on sloped, tight, or irregular lots — combine both into a single base map: resolved boundary lines plus mapped terrain and existing conditions. One combined deliverable means the designer lays out the ADU against the true lines and the true ground at the same time, rather than reconciling two partial pictures later. If a site plan survey is what your designer requested, this combined base map is usually what they mean.

Setback verification

Setback verification measures the distance between the resolved property lines and a proposed or existing structure location, so the plan — or the stakes on the ground — demonstrate the 4-foot side and rear margins the ADU must hold. Construction staking

Once the permit is issued, construction staking transfers the approved plan to the ground: stakes and offsets marking where the ADU's corners, walls, or grades belong. Staking helps the contractor construct the approved layout in the intended location — physical marks on the ground during excavation and forming, instead of a drawing to interpret.

Why fences, assessor maps, and aerial photos are not enough

Three shortcuts come up in almost every ADU conversation, and none of them is a substitute for boundary information at construction tolerances:

When property lines genuinely need to be located or established, California law is direct about whose work that is: locating, relocating, establishing, or retracing a property line or boundary is the practice of land surveying (Business and Professions Code § 8726), which requires licensure. That is not a sales point — it is why a plot plan dimension carried from a fence line can fail exactly when it matters.

When in the project survey work should happen

The pattern that serves ADU projects best is early: survey information feeds design, design feeds the permit, and the permit feeds construction. Running that sequence backwards — designing first, then discovering the lines — is where redesigns come from.

Design phase

Boundary resolution and topographic mapping belong here, before layout decisions harden. The designer gets true lines, true grades, and existing conditions on one base map, and the ADU is placed with the 4-foot setbacks in view from the first sketch. Site drainage — which the plot plan must show — is designed rather than retrofitted.

Permit and plan check

If plan check issues corrections that ask for additional site information — dimensions, easements, a topographic map for height determination — targeted survey work answers the specific question asked. This is the reactive version of the design-phase work, and it is usually more expensive in calendar terms because the application is already in review.

Construction phase

Staking happens after permit issuance and before the work it controls: corners and building lines before excavation and forming, grades where the grading plan needs them. If the project was designed on a surveyed base map, staking is the straightforward final step of the same picture.

“My architect asked for a topo” — what that means

This is one of the most common ways an ADU owner first meets a land surveyor. When a designer asks for a “topo,” they are asking for the topographic base map described above — and often, implicitly, for the boundary to be resolved on the same drawing, because they need to know both where the ground moves and where the lines are. The practical response is to have the designer state what they need shown: contour interval, tree locations, structures, utilities visible at the surface, driveway grades. What about an existing or old survey?

If a prior survey of your lot exists — from your purchase, a previous project, or a neighbor's dispute — it is worth finding, and worth sending to whoever scopes your ADU survey work. A prior survey can reduce new fieldwork, corroborate monument evidence, and sometimes answer the boundary question outright. Whether it can carry an ADU plan by itself depends on what it shows, what condition the monuments are in today, and whether the site has changed since it was prepared. An old survey is a head start more often than it is a substitute — but it is a real head start, so do not leave it in the drawer.

Hillside ADUs

On lots where the City's hillside regulations apply, the site-information bar rises. Los Angeles plan check materials contemplate, on hillside projects, items such as a determination of street type from Public Works under the Hillside Ordinance, and — where the Baseline Hillside Ordinance applies — a Joint Referral Form and a slope analysis map that become part of the final approved plans. Soils, foundation, or geology reports reviewed through the LADBS Grading Section, and grading pre-inspection, are also part of the hillside toolkit. Does every ADU in Los Angeles need a boundary survey?

No. There is no blanket rule that every ADU requires a boundary survey. What ADU plans do need is accurate site information: the LADBS ADU plot plan must show property lines with dimensions, setbacks, site drainage, the ADU’s dimensions and area, adjacent streets, and driveways, all drawn to scale. Whether establishing those property lines requires new boundary survey work depends on the lot, the records, and how close the design comes to the setback lines.

What does Los Angeles require on an ADU plot plan?

Because the setback question largely falls away for a true in-footprint conversion, many conversion projects need less boundary work, though the plot plan still has to show accurate property lines and any addition changes the picture.

What is the difference between a boundary survey and a topographic survey for an ADU?

A boundary survey resolves where the legal property lines are, based on recorded documents and monument evidence, so setbacks can be measured from the true lines. A topographic survey maps the physical site — ground elevations, slopes, drainage direction, structures, trees, and hardscape — so the designer can set floor elevations and grading. Boundary work answers “where can the ADU legally sit”; topographic work answers “what does the ground actually do”. Many ADU projects on sloped or tight lots use both on one base map.

Can I place my ADU from the fence line or the assessor’s map?

Fences, assessor parcel maps, and aerial imagery are not reliable substitutes for boundary information at construction tolerances. Fences are frequently built off the true line, assessor maps are prepared for tax purposes rather than precise boundary location, and aerial imagery cannot resolve a legal line at the accuracy a 4-foot setback demands. Under California law, establishing or retracing a property line is the licensed practice of land surveying (Business and Professions Code section 8726).
